We are looking for a senior Contracts Advisor to lead the commercial and contractual management of a large infrastructure and building programme in Doha, covering procurement, cost and budgets, contracts, claims and disputes, and partner agreements across the portfolio of projects.

Key Responsibilities

• Take overall responsibility for the commercial and financial activities of the programme portfolio, including procurement, cost, budgets, contracts, claims, and agreements with key partners.

• Maximise commercial performance while managing project risk, both pre-contract and post-contract.

• Handle the development and execution of diverse contractual actions to achieve optimal commercial outcomes in a timely manner.

• Ensure compliance with relevant commercial and contracting policies and the achievement of commercial targets.

• Resolve disputes and claims across the programme portfolio of projects.

• Embed effective commercial governance and assurance across the portfolio.

• Support the tender governance process.

• Lead complex contract negotiations, including procurement, administration, and liquidation.

• Make impartial priority calls and determine the appropriate course of action across differing stakeholder views.

• Think creatively and exercise sound judgement based on analysis of risk.

• Identify innovative solutions and new ways of working to achieve programme goals.

• Build effective working relationships within complex organisational structures, internally and with project stakeholders.

• Develop team members with in-depth commercial and cross-functional expertise.

• Lead a team and promote collaboration to secure successful deliverables.

• Review contract management and administration compliance across the portfolio.

• Ensure programme and project financial management issues are dealt with in a timely manner.

• Initiate and conduct meetings with supply chain partners on commercial and contract management matters.

• Manage the delivery of variations, addendums, extensions of time, and claims, ensuring they are processed in line with the relevant policies and procedures.

• Proactively identify shortcomings or potential problems in administrative procedures or contract terms and conditions, and recommend solutions.

• Review, prepare, and lead procurement actions and commercial contract negotiations using data-driven approaches.

• Work with financial information and assess financial impacts on bids, contracts, and projects.

• Provide commercial support to project departments and escalate issues as required.

• Develop procedures and guidelines for commercial and contractual matters.

Mandatory Requirements

• University degree in a relevant field such as Civil Engineering, Quantity Surveying, Commercial Management, Construction Management, or equivalent, obtained from a university listed in the World Higher Education Database (WHED) published by the International Association of Universities.

• Chartered status or professional licence from an internationally recognised professional institution in the field of Quantity Surveying.

• More than 20 years of practical and relevant experience since obtaining the qualifications above, including 7 years at senior level in the commercial and contract management of large-scale infrastructure and building programmes.

• Minimum 10 years of experience working in North America, Western Europe, the UK, Australia, New Zealand, or an equivalent developed country, or 10 years of experience working in Qatar.

• 7 years of experience working within a PMO or commercial department of a government organisation in the GCC.

• Minimum 10 years of experience in roles similar to this one.

• Excellent written and spoken communication skills in English.

Desirable Requirements

• Master's degree in a relevant field.

• Working experience in Qatar or the wider Gulf region, and experience on the client side.

• Chartered status, licence, or professional certification from an internationally recognised institution in the legal or dispute resolution fields (for example MCIArb).

• Grade A Quantity Surveyor certified by the Qatar Ministry of Municipality (MMUP / UPDA).
