
We are seeking a Contracts Expert in Doha, Qatar for a senior leadership role with overall responsibility for all procurement and commercial activities of a major highway projects department — cost, budgets, contracts, claims, and agreements with key partners — ensuring achievement of and compliance with all commercial targets across large-scale infrastructure programmes.

Responsible for all commercial activities for the department: cost, budgets, contracts, claims, and managing agreements with key partners.
Ensures achievement of and compliance with all commercial targets.
Job Responsibilities
Ensures contract management and administration compliance across projects.
Ensures programme and project-related financial management issues are dealt with in a timely manner.
Initiates and conducts meetings with Supply Chain concerning project-related commercial and contract management matters.
Reviews recommendations for requests for variations, addendums, extensions of time and other contractual claims, ensuring they are processed on time and per the Authority’s relevant policies and procedures.
Understands and recognises how financial information, law or policy changes can impact bids, contracts and projects.
Provides support to managers on commercial matters where required.
Provides regular progress reports and elevates issues within the Authority.
Required Skills and Competencies
Minimum of 15+ years post-graduate experience with at least 5 years’ demonstrable experience in a management position on major infrastructure projects or programmes — large highway projects and/or roads, aviation, civil structures, or rail.
Management of key customer and stakeholder relationships.
Leadership of complex contract negotiations, from strategy through execution.
In-depth knowledge and experience of Qatar government commercial procedures.
Ability to make impartial priority calls and determine the appropriate course of action after considering different stakeholder views.
Creative thinking and sound judgement based on analysis of risk.
Ability to work in a multicultural environment and promote collaboration.
Ability to apply sound judgement, think laterally and innovatively, and identify innovative ways of working.
Demonstrable record in the delivery of large multidisciplinary projects.
A “rounded profile” — comfortable with planning, analysis, process management and commercial considerations, able to mobilise people and teams through leadership.
Effective in building good working relationships within complex organisational structures, internally and with project stakeholders.
Mandatory Requirements
University degree from a recognised university in an appropriate field such as Quantity Surveying, Commercial Management, Construction Management or equivalent.
In-depth knowledge and experience of Qatar government processes and procedures.
Client-side experience with a government authority.
Excellent communication skills in English, written and spoken.
Experience of working in Qatar, the Gulf region and internationally.
Desirable Requirements
Professionally qualified in MRICS or equivalent.
Master’s degree in a relevant field.
Arabic language skills.
Driving license.
