We are seeking a Contracts Expert for Public-Private Partnership (PPP) infrastructure projects in Doha, Qatar. The role is responsible for all contractual and regulatory aspects of the project, covering contract administration, financial administration, contract preparation, claims management, variations, and review of project agreements to ensure regulatory compliance across all stages of the project through to commercial close-out.

General Description

  • Responsible for all the Contractual and Regulatory aspects of the project.

  • Undertake Contract Administration, Financial Administration, Contract Preparation, manage claims and variations, draft and review project agreements and check compliance with regulatory requirements.

  • Ensure achievement of and compliance with procurement and contractual targets in the best interests of the Authority during all stages of the Project, including commercial close out.

Job Responsibilities

  • Ensure that contracts are signed and thereafter managed throughout the duration of the Project(s) in accordance with the Authority’s relevant policies and procedures.

  • Ensure that the contract is administered properly by the Consultant.

  • Monitor and report on the performance of the Consultant.

  • Ensure and review recommendation requests for variations, addendums, extensions of time, claims etc., ensuring that they are processed in accordance with the Authority’s relevant policies and procedures.

  • Provide support to the Project Managers, amongst others, where required, on procurement and contractual matters.

  • Develop, prepare and publish PPP policy framework and guidelines.

  • Liaise with project stakeholders on contractual and regulatory matters pertaining to their proposals.

  • Maintain contact with all regulatory agencies to ensure the PPP Team is kept fully informed at all times of changes and project progress.

  • Interpret contract provisions to help resolve claims and questions submitted by contractors in accordance with the Authority’s policies and guidelines.

  • Contribute to the development of PPP processes and procedures.

Required Skills and Competencies

  • Minimum 18 years’ overall experience in major infrastructure Projects or programs. Pre and post contract working experience of at least 1 large scale PPP project is mandatory. Preference will be given to Water/Wastewater Treatment Plants and Pumping Stations.

  • Experience in contract formation and post contract administration of PPP projects.

  • Experience in the assessment of claims and variations on PPP Projects.

  • Sound knowledge of different contract forms (e.g. FIDIC, Governmental forms, DBOM) and international contract conditions and laws.

  • Demonstrable knowledge and experience in procurement methodologies and tendering for PPP and consultancy contracts, including input into the proposal evaluation and recommendations.

  • Experience in drafting and negotiating complex PPP Agreements.

  • Broad knowledge of international economics and market conditions.

Mandatory Requirements

  • Bachelor’s degree from a recognised University in Engineering, Quantity Surveying, Law or related field.

  • Chartered status with a professional institution e.g. RICS, ICES, CIArb.

  • Pre and post contract international working experience of at least 1 large scale PPP project.

  • Driving Licence.

Desirable Requirements

  • Post graduate Qualification (master’s degree, MBA in PPP, Public administration or similar)

  • Arabic language skills

  • Experience of working in Qatar or the Gulf region on PPP project(s).
