We are seeking a Senior Project Expert to support the effective management and delivery of specialised infrastructure projects within the Sewage Treatment Works (STW) section in Doha, Qatar. The ideal candidate will have proven experience managing Design-Build, Design-Bid-Build or EPC projects, particularly within the scope of wastewater treatment plants, pumping stations and Treated Sewage Effluent (TSE) pipelines. Preference will be given to candidates with demonstrated experience in Public-Private Partnership (PPP) projects.

General Description

• Management of Project objectives and goals amongst other things to ensure that targets are being met and progress is being delivered for Authority managed Projects.

• Responsible for the Project Management of Projects and Programme(s) of Works within various Sections.

• Responsible for the management and delivery of all Project technical, commercial, Project controls (including programme, planning, HSE, quality, risk, systems compliance) and other required disciplines necessary to ensure Authority goals are met.

• Ensure, review and where necessary draft recommendations or other documentation in processing requests for variation, addendum, extension of time, etc. in accordance with Authority policies and guidelines.

• Provide regular progress reports and elevate issues on behalf of the Authority.

• Convene and attend relevant meetings.

Job Responsibilities

• Ensure and review compliance with Project Management processes and procedures

• Liaise with heads of delivery teams and key stakeholders to effectively manage various Projects

• Coordinate with all relevant parties and representatives such as owners and legal authorities to minimize any disruption and ensure the completion of Projects on time and within cost

• Overarching responsibility for Project delivery across all disciplines (including technical, commercial, Project controls — programme, planning, HSE, quality, risk, systems compliance etc.)

• Manage Senior Management Team meetings and strategic workshops

• Collaborate and communicate with internal and external stakeholders

• Elevate any issues on behalf of the Authority and collect and update periodic reports for the Projects and submit them to higher management

• Continually seek and capture lessons learned from the Project and use this intelligence to improve systems, tools and processes

• Quality control and quality assurance, and oversight of project performance on day-to-day activity

• Define, evaluate and report on Project KPIs

• Risk analysis

Required Skills and Competencies

• Minimum 20 years’ post graduate experience with experience in major infrastructure Projects or programmes. Preference will be given to Drainage Pipeline, Wastewater Treatment Plants and Pumping Stations, TSE Pipelines, Surface Ground Water Systems, Underground Services and Civil Structures related experience.

• Proven ability to perform in a management capacity and a thorough knowledge of industry practices and regulations are also required. In addition, must be knowledgeable of current technology and how it can be effectively utilized on the Project

• In-depth understanding of construction procedures and Project Management principles

• Demonstrable track record in the delivery of large team led multidisciplinary Projects

• In-depth knowledge of Project Management procedures

• A “rounded profile”, with experience in strategic planning, risk management and/or change management analysis and commercial considerations

• Strong communication skills both oral and written, to build and maintain excellent working relationships within complex organizational structures, both internally and with various Project stakeholders

Mandatory Requirements

• Bachelor’s degree from a recognized University in an appropriate field such as Project Management, Civil Engineering, Construction Management, Quantity Surveying, or equivalent

• Evidence of discipline specific professional qualification PMP or equivalent

• Excellent communication skills in English, written and spoken

• Chartered engineer status from a recognized institution

• Driver’s License

Desirable Requirements

• Master’s degree in a relevant field

• Arabic language skills

• Experience of working in Qatar and / or the Gulf region
